This undated plan to modify the toll bridge was probably proposed around the time of the railway viaduct modification, circa 1924, following the formation of Southern Railway. These changes were not implemented and some 30 years later the bridge was replaced.
The swing section on the toll bridge was to be retained as shipping still needed to access the lower wharf (between the Toll bridge and the railway viaduct) at this time.
